유럽의 시장통합의 역사는 1957년 로마조약 Treaty of Rome 에 의해 58년 발족한 유럽경제공동체 EEC 에서 비롯된다. 이 단계에서는 6개의 회원국(지금은 15개국)간 관세 및 수량제한을 철폐함으로써 무역 확대를 꾀하고 대외적으로는 공동관세를 채택하였다. 67년 EEC, EUROTOM, 유럽석탄철강공동체 ECSC를 통합한 유럽공동체 EC가 발족하면서 역내관세를 없애는 소위 자유무역지대 Free Trade Area의 한 단계 발전된 형태인 「관세동맹」 Customs Union을 완성하였다. 이후 85년 「경제통합백서」 White Paper on Completing the Internal Market 를 계기로 역내무역장벽의 전면적 철폐를 목표로 한 움직임이 있기까지 당분간 통합 움직임은 활발하지 않았다. 그러나 EC는 70-80년대 동안 회원국 수를 계속 늘여 최근 15개 유럽국가를 포함하는 명실공히 단일시장의 구심이 되었다. 73년 영국, 덴마크, 아일랜드의 가입, 81년 그리스 가입, 86년 스페인, 포르투갈 가입, 91년 통독에 따른 동독지역 가입, 95년 오스트리아, 스웨덴, 핀란드의 가입으로 이어지는 EC(지금은 EU)의 지역적 외연적 확장과정은 눈부신 성과라고 평가할 수 있겠다.
통상 국제무역이론에서 관세동맹은 역외국으로부터 수입선을 역내로 전환시키는 소위 무역전환효과 trade diversion effect 와 역내 분업·특화를 촉진함으로써 무역창출효과 trade creation effect 를 낳는 것으로 되어 있다. 이 효과는 총무역에서 차지하는 비중의 증대와 총 GDP(또는 GNP)에서 무역이 차지하는 비중의 증대로 확인할 수있다. 58년 EEC 출범 이후 91년 말 현재까지 EC역내수입이 총수입에서 차지하는 비중은 30.4% 에서 58.8% 로 증대했다.
