3. 선발준비
가. 선발의뢰기관의 결정
각 부처 및 기관은 SCS직위에의 임용예정자 선발을 직접 할 수 있음은 물론 민간기관 또는 RAS 등 외부기관에 의뢰하거나 이를 병행하여 실시할 수 있다. 외부기관을 활용하고자 하는 경우에는 미리 어느 기관에 의뢰할 것인지, 전체 채용과정을 모두 의뢰할 것인지 아니면 후보자 물색 및 추천과정만을 의뢰할 것인지 등을 결정하여야 한다.
나. 직무내용 및 자격요건의 설정
임용예정직위의 직무내용과 지식·경험등 자격요건을 명확히 설정하되, 공무원인사위원회의 직접참여대상 직위의 경우에는 공무원인사위원회와 협의하여 그 승인을 얻어 최종안을 확정하게 된다.
다. 선발기준 및 절차결정
다음으로는 구체적인 선발기준과 선발절차를 정하여야 된다. 예컨데, 심사를 1·2차로 나누어 할 것인지 아니면 통합하여 할 것인지, 심리학자등 전문가에 의한 특별면접을 실시할 것인지, 응시원서의 구조를 어떻게 할 것인지 등을 정하여야 한다.
라. 근무조건의 결정
해당 SCS직위의 근무기간 및 갱신가능여부, 근무형태, 급여수준 등 각종 근무조건을 결정하여야 한다. 이 경우 필요한 때에는 OPS등 관계기관과 협의하여야 한다.마. 심사위원의 위촉
심사위원은 공무원인사위원회가 직접 참여하는 고위 SCS직위의 경우에는 보통 4-5명으로 구성하고, 기타 각 부처에서 자체적으로 실시하는 경우에는 3-4명으로 구성하는데 가급적 선발초기단계에 위원을 위촉하여 이들이 선발 전 과정에 걸쳐 참여할 수 있도록 하여야 한다.
공무원인사위원회가 직접 참여하는 경우에는 위원장은 수석인사위원(First Commissioner)이 맡게 되고 다른 인사위원중 1인과 해당부처 소속 공무원중 2인이 심사위원으로 참여하게 되며 이와 함께 흔히 공직외부인
사 1인(통상 전직공무원)이 위원으로 참여하게 된다
