세계화 현상의 이득을 활용하는데 필요한 세련되고 정교한 금융제도를 갖추지 못했다는 점이었다. 이들 국가들은 고속성장을 추구하는 과정에서 금융기관을 자립적인 이득 추구의 산업부문으로 간주하기 보다는, 정도와 방법의 차이가 있기는 하지만 국가의 산업정책을 추진하는 동원수단으로 간주해왔다. 물론 금융기관을 산업정책의 수단으로 동원하는 방식의 성장방식은 세계화 현상이 그리 심하게 진행하지 않았던 시기에 있어서는 상당히 효과적인 모델이었다. 삭스나 웨이드같은 일부 학자들은 지금도 그러한 방식이 유효하다고 믿고 있는 것으로 생각된다. 그러나 세계화 현상이 급진전된 이후, 그리고 이들 국가들이 자본거래의 문호를 개방한 이후에는 이러한 강한 실물경제의 성장과 취약한 금융체제의 병존이라는 동아시아적 성장 방식은 좀더 분명한 한계를 드러내기 시작했다.
예를 들어 동아시아 국가들은 금융개방의 과정에서 해외자본의 유출입을 기본적으로 허용하면서도 여기에서 생겨날 수 있는 부작용을 방지하고 리스크를 관리하기 위한 감독과 규제기능을 제대로 갖추지 못했다. 또 국내금융시장의 자유화로부터 국제적인 자본거래의 자유화로 이행하는 과정에서 예를 들어 외화예금이나 단기자금의 차입에 대해서 일정 정도의 리저브를 예치하도록 (reserve requirement)하는 시장메카니즘에 근거하는 제도적인 안전장치(safeguard)를 마련하는데도 소홀히 했다. 이 모든 것들이 결국 중상주의적 금융동원체제의 부산물이었던 것이다.15)
이러한 금융부문의 취약성은 동아시아 모델의 전형인 일본의 경우 가장 심각하고 대표적이다. 일본의 경우 경상수지 흑자의 누적으로 금융위기가 외환위기로 발전하지 않았다는 차이만 존재할뿐 경제체제의 성격과 금융체제의 취약성이라는 면에 있어서는 본질적으로 다른 동아시아 국가들과 크게 다를 것이 없었다.
