암베드카는 인도의 헌법을 제정하는데 결정적인 역할을 한 인물이다. 그가 제헌의회를 구성하려고 했을 때 그의 유일한 목적은 그가 말한 대로 “지정(指定) 카스트의 이익을 지키려고 한 것이었다.” 그러나 그 당시만 해도 암베드카는 제헌의회를 지배했던 국민회의당(the Congress Party)과는 이념적인 차이를 보이고 있었기 때문에, 그 자신은 그의 견해를 정초(定礎) 할 주도적인 인물이 못되었다. 그러나 곧 회합이 열리자 암베드카는 국민회의당의 유력한 인사들로부터 협조 요청을 받았는데, 그때 요청을 한 인물이 인도의 나이팅게일이라고 불리는 사로지니 나이두(Mrs. Sarojini Naidu)여사였다. 그녀는 제헌의회가 열린 이틀 후 암베드카를 의원들 앞에 소개하면서 다음과 같이 말하고 있다. “제가 바라고 믿건대 오늘 아주 괴로움에 처해있는 나의 친구 암베드카는 곧 제헌의회의 그 모든 목적에 있어서 가장 뚜렷한 공헌자 가운데 한사람이 될 것입니다.”
이러한 그녀의 제안은 호응을 얻었고, 암베드카 또한 1946년 12월 17일에 의회에서 처녀 연설을 통해, 다양한 정당과 집단들의 차이에도 불구하고 “공동의 결정을 통해 하나됨의 길로 행진해 나아…(생략)
