부패는 거래 편익에 대한 직접적인 당사자와 (모두 부정적인 것은 아니지만) 대부분의 효과가 외부화되는 범죄이다. 이러한 외부성으로 부패거래에 있어서 비밀유지에 대한 인센티브는 항상 높을 수 밖에 없다. 이것이 반부패 전략을 수립하는 사람들을 어렵게 하며, 또한 개관적인 지표의 개발도 어렵게 한다. 예를 들어서 언론에서 보도하거나 조사하는 부패 사례의 수는 부패 발생의 정도보다는 “언론의 자유”가 존재하고 있다는 것만을 보여줄 뿐이다. 이와 동일하게 고위 공무원이나 정치인의 부패에 대한 법원의 성공적인 처벌과 같은 사례와 일치하는 사법의 독립성을 이야기하는 것도 어렵다. 만일 모든 것(즉 전제)이 동일하다며, 독일이나 미국 등의 각종 조사가 동일한 종류의 지표를 사용할 수 있어야 하거나, 정확한 비교기준을 위하여 적어도 인구와 GNP 대비 지역의 비중 등의 변수를 통제할 수 있어야 한다. 그렇다 해도, 이와 같은 조사는 필연적으로 부패의 실체를 반영하지 못한다. 왜냐하면 관료부패의 어두운 감춰진 영역(즉 보고되지 않았거나 알려지지 않은)이 보고된 사건의 뒤에 존재하고 있기 때문이다(Kim,1994:112).
부패의 정도(?)와 관련하여 현재 활용되고 있는 가장 유용한 수단은 1995년 이래로 TI가 괴팅겐 대학의 Johann Graf Lambsdorff와 함께 매년 발표하는 『부패인식지수(CPI)』이다. TI-CPI는 50개국 이상을 대상으로 국제적 기업인들, 위험 분석가들, 그리고 기업 저널리스트들의 인식에 대한 투표들의 투표라고 할 수 있다. 최소한 4개 이상의 투표에 포함되는 국가들이 CPI에 포함된다. 점수는 0에서부터 10점까지이며, 0은 가장 부패한 10은 가장 깨끗한 상태를 의미한다.
