신국제정보질서 운동은 분석과 실천을 포함한다. 신국제정보질서운동 세력의 현국제커뮤니케이션 질서와 지배질서로부터의 탈피에 관한 분석은 미디어 제국주의 이론에 의존하고 있다. 신국제정보질서운동은 또한 유네스코를 통한 현질서의 변화를 모색하는 실천운동이다. 따라서 비판이론의 입장에서는 국제커뮤니케이션연구자의 신국제정보질서운동의 진행양상을 중요한 분석대상으로 삼고 있다. 신국제정보질서운동의 시작과 단계별 특성에 대해서는 학자들마다 차이가 있을 수 있다(김승현, 1987년)20). 이 글에서는 신국제정보질서운동이 유네스코와 불가분의 관계에 있다고 보고 유네스코의 현재 움직임을 파악해보려 한다. 현재 신국제정보질서운동에 관한 유네스코의 문제는 대부분의 회원국과 유네스코의장 사이의 상이한 입장 때문이다. 사실 1985년 미국이 유네스코로부터 탈퇴하고 영국이 그 뒤를 따라 탈퇴하였던 시점 부터 유네스코는 신국제정보질서운동을 추진하는데 새로운 전환점을 맞게될 것이라는 예측이 있어 왔다. 왜냐하면 신국제정보질서운동의 구체적인 실행은(개발도상국가의 커뮤니케이션하부구조의 발전) 미국과 주요 서구국가의 재정적 지…
