발전도상국 혹은 후진국에 속하는 국가와 국민들은 글로벌네트워크에 편입되는 것을 생존전략으로 삼게되고, 한편 초국적 글로벌기업들은 생산비용과 이윤관계의 계산에 따라 원할 때 마다 하청기지를 버리거나 택할 수 있게 된다. 그 결과는 곧 이들 국가로 하여금 경쟁적 차원의 생산비용 감축에 매진할 수밖에 없게 함에 따라 국내적 소득, 사회복지, 고용안정, 노동조건을 희생하지 않을 수 없게 된다는 것이다. 이를 두고 브레커와 코스텔로(Brecher & Costello)는 세계화란 지구촌(global village)으로 향하기 보다 ‘지구적 약탈(global pillage)’을 보편화시킨다고 우려하고 있다. (Brecher & Costello 1994; 32-33)
이와 같이 세계화의 심화에 따른 국가간의 불평등이 확대되고 비서구에 대한 서구선진국의 패권적 지위가 강화되어 나갈 때 세계질서는 새로운 정치와 문화적 영역에서의 갈등을 낳게 된다. 세계화된 무한경쟁에서 낙오하여 세계체제의 주변부로 밀려난 측은 자신들의 정체성에 민감하게 되고 종교적 근본주의 혹은 종족적 민족주의를 통한 정신적 피난처를 찾게되기 때문이다. 즉 세계화과정에서 소외되고 분산되어버리는 개인의 경제적, 사회적 정체성의 재확립과 일상의 안위를 위해 원초적 공동체에 기반한 정체성을 고양하게 되고 전통적인 정치공동체의 역할을 부각시키게 된다는 것이다. 그리고 대체로 이러한 경향은 지속되는 서구중심의 세계화 과정과 대치되면서 폭력성과 혼란을 낳게될 공산이 크다. 따라서 세계화 논의는 경제적 영역에서 그 해답이 주어지는 것이 아니고 정치영역 (국가와 국민 그리고 민족주의 등)의 문제로 전이된다.
