복지국가 다양성의 원천
복지국가 현상의 다양성을 설명하기 위한 다양한 시도들 중 일반적으로 받아들여지는 설명방식들은 앞에서 살펴본 바와 같다. ‘산업화 이론’과 ‘사회민주주의 이론’, 그리고 ‘국가중심 이론’이 그것들인데, 이 이론들이 복지국가의 발전정도와 그 편차를 설명하는 방식은 이미 상세하게 알려져 있으므로 생략하고, 이 연구와 관련해서 투입한 ‘개인주의 지수(individualism index)’에 대해서만 살펴보자. 한국 국가복지의 낙후성에 관한 선행연구(홍경준, 1997; 1998)를 통해 필자가 제시한 가설은 한국 국가복지의 낙후성이 비공식적 결속과 밀접하게 관련되어 있다는 것이다. 비공식적 결속은 그 자체 제도로서의 효과를 가지며, 동시에 복지와 관련된 행위자들의 선택을 제약한다. 우선, 비공식적 결속은 다양한 수준에서 사회성원들의 복지욕구를 충족시키고 있다. 비록 상징적이긴 하지만, 그것이 여전히 작동하고 있음을 우리는 다양한 경험을 통해 확인한다. 자녀들에 의한 국민연금의 대납, 가족 내에서 이루어지는 소득이전 등은 이미 알고 있는 사실이다. 동시에 제도로서의 비공식적 결속은 개인들의 행위를 정형화시키고, 행위전략과 행위의 결과를 제약한다. 비공식적 결속이 복지와 관련하여 행위자의 선택에 미치는 효과는 두 차원으로 구분해서 살펴볼 수 있다. 그 하나는 복지요구의 주체인 시민의 행위에 대한 효과이다. 비공식적 결속은 상징적인 원조기능을 수행함으로서 시민들이 복지요구를 국가에 집중시키는 것을 억제함과 동시에, 계급적 균열구조에 따른 정치적 동원을 방해함으로서 복지정치의 작동을 막는데에도 기여한다. 비공식적 결속은 또란 정책결정구조에 위치한 관료들의 행위에도 효과를 미친다. 즉 경제성장우선의 정책결정구조에 위치한 관료들이 지속적인 정치적 학습과정을 통해 비공식적 결속에 복지의 책임을 전가하는 가족책임주의를 선택하는데 기여한 것이다.
