미래 전망: 남북관계의 진전과 통일의 경로
민족사의 과거, 현재, 미래를 통틀어 볼 때, 급변하는 세계질서에 한민족이 공동으로 대응하고 함께 발전하기 위해 분단을 극복하고 통일을 이루는 것은 다른 어떠한 민족적 과제보다 더 중요한 과제임이 분명하다. 이를 위해 적절한 통일방안과 최적의 통일국가 모델을 설계하는 것도 중요한 실천적 과제이다. 그러면 과연 적대적 관계의 기조를 유지하고 있는 남북이 화해적 관계로 전환하여 대립을 극복할 수 있는 가능성은 있는가? 그리하여 통일의 물꼬가 열릴 가능성은 있는가? 통일국가 모델의 내용과 타당성, 그리고 실현 가능성을 검토하기 전에 이 문제들을 먼저 규명할 필요가 있다.
이를 위해 아래에 <표 1>과 <표 2>를 제시했다. 먼저 <표 1>은 남북한의 관계가 앞으로 어떤 형태를 띠게 될 것인가를 정리하고 있다. 이 표에 따르면 남북관계는 기본적으로 (1)적대적이거나 (2)화해적인 성격을 띨 것이고, 협력의 유무는 (1)대립 또는 협력의 결여, (2)대립과 협력의 교차, (3)다면적 협력의 형태를 띨 것으로 설정되어 있다.

이처럼 다양한 경우의 수를 놓고 볼 때, 현재의 남북관계는 본질적으로 적대적 관계의 성격을 띠고 있고 대립과 협력이 교차하고 있으므로 R2의 단계에 놓여있다고 판단된다. 그 렇게 보는 이유는 다음과 같다. 남북한 당국은 지난 1991년 말에 합의한 남북기본합의서를 이듬 해부터
