농지개혁은 농업생산력의 발전에 따른 봉건적 토지소유 관계의 해체라는 보편적인 내용을 가지며 전통적인 지주적 토지소유 제도의 변화라는 점에서 역사적 의미를 갖는다. 중심적 내용은 자작농창설, 소작권의 강화, 소작료의 금납화 등이다. 그 과정은 기본적으로 지주계급과 소작농 간의 힘관계에서 결정된다고 하겠지만 구체적인 형태는 각 국 내부의 자본주의 발전정도와 계급투쟁의 강도, 국가권력의 성격, 중심국과의 관계에 따라 상이한 형태로 변형된다.
종전후 일본에는 농가 중 75%가 소작농 또는 부분 소작농이었으며 소작농은 높은 비율의 소작료를 현물로 내고 있었으며 농장의 규모도 아주 작았다. 따라서 소작 농민은 지주적 토지소유의 개혁을 꾸준히 요구해 왔으며 미국의 입장에서도 지주제도의 해체에 의한 자작농 창설은 소작농민의 상태를 개선하고 군국주의의 온상을 제거하는 데에도 유용하다고 생각하였다. 미국은 자신의 점령지 일반에 있어서 봉건적 토지소유를 개혁하는 정책을 실시하였는데 그것은 농지개혁이 반공의 유력한 수단이었기 때문이었다.
실제로 이미 점령 개시 전부터 농지개혁을 둘러싼 대일 점령정책의 기본 방향이 구상되고 있었다. 농지개혁에 관한 정책의 입안은 44년 7월 SWNCC 100(토지소유제도에 관한 정책)에 의해 공식적으로 개시되었다. 기초에는 농무부의 라덴진스키(W. Ladenjinsky)와 국무부의 피어레이(Robert Fearey)가 담당했다. 그 구상은 후에 나온 문서로 보아 철저한 자작농창설이 골자였음을 추측할 수 있다. 그러나 이는 국무부 내의 대일 온건파의 반대로 정식 결정되지 못하였는데 반대 이유로는 농지개혁을 강행하면 식량 생산에 악영향을 미쳐 도시에로의 식량 공급을 감소시킨다는 점, 농가의 경제적 지위를 영구적, 본질적으로 개선하는 효과를 가지고 있지 않다는 점, 점령 군정 요원을 대량으로 필요로 한다는 점, 농지개혁에 의해 농촌이 혼란되어 공산주의를 초래할까 두렵다는 점 등이었다.

There were great transformations under the rule of General Headquarters, Supreme Commander for the Allied Powers in Japan(GHQ). Especially the economic policies of thd GHQ had effects to reorganize in social structure. The main purpose of this paper is to examine the general characteristics of the U. S. economic policies toward Japan after the end of World War II.
What contents of economic policies did GHQ produce? When and why GHQ changed the position from economic reforms to economic stabilization policies? Are there any difference among economic policies in relation to ‘reverse course’? What did U. S. economic policies result in?
Answering those questions, this paper deals with land reform, the dissolution of the Japanese combines(zaibatsu), labor reform and economic stablization policy in regard
