민주화의 사회적 결과: 분석틀
민주화 이행과 체제공고화로 이어지는 일련의 과정을 변동론적 관점에서 해석하면 구조변동에 해당된다. 더욱이 권위주의체제로부터의 탈출을 꾀하는 민주화는 기존제도의 균열과 해체, 행위와 의식의 변화, 정당성 판단의 기준 와해와 새로운 가치관의 형성 등 사회적 영역과 일상적 영역에서 극심한 혼란상태를 수반한다. 구조변동의 핵심은 사회적 통합(social integration)이다. 즉, 민주화가 기존의 사회통합적 원리를 어떻게 대체하고 새로운 원리를 구축하여 가는가의 문제로 해석할 수 있다. 민주적 규칙의 제도화란 권위주의체제와는 질적으로 다른 행위이념과 원리를 사회적 통합의 새로운 기준으로 정착시키는 것을 의미하는데, 정당 및 정치엘리트와 시민들이 새로운 통합원리에 신뢰를 보내지 않으면 공정 경쟁을 관할하는 합리적 규칙의 제도화가 이루어졌다 하더라도 사회적 통합의 수준은 제고되지 않는다. 말하자면, 질서의 불안정성이 지속되는 것이다. 질서의 불안정성이 지속되는 상태를 민주화론자들은 지체된 비공고화(protracted unconsolidation)라고 지칭하는데, 사회집단간의 합의 부재, 정치엘리트와 선거권자들간의 이념의 상충, 시민들의 요구수준이 국가의 관리능력을 훨씬 넘어서는 상태에서 공고화 단계로의 진입이 어려워진다. 정치적 개방->이행->공고화의 삼단계로 구성되는 민주화 단계는 변동론적 관점에서 제도 균열->제도 해체와 형성->새로운 제도의 정립 단계에 각각 대응한다. 민주화론이 가장 문제시하는 것은 물론 정치적 게임의 규칙과 제도이지만, 민주화가 사회의 총제적인 구조변동임을 감안하면 경제제도, 사회제도, 그리고 이 제도들이 지시하는 규칙과 규범을 준수하는 행위자의 의식까지가 고려될 필요가 있는 것이다.
