Ⅰ. 서론
`민족경제론은 그 시대적 한계, 그리고 이론적 부적실성, 분석 자체의 한계에도 불구하고 당시 상황에서 사회주의 사회로의 이행이라는 전망을 온몸으로 그려 낸 실천적 자본주의 분석이다. 구체적 현실의 비판, 자본주의 틀내에서 민중의 삶을 향상시키는 대안의 제시, 이것은 앞으로도 지속되어야 할 지식인의 사명이고 그러한 의미에서 민적경제론의 정신은 ...계승되어야 할 것이다` (정태인, 1995, p.272)
`교육의 질 향상`, `사회질서의 확립`, `재산권 등 법제도의 개선`, `부패의 척결`, `국민건강의 향상`, `사회불안의 해소와 사회안전망의 구축`, `범죄율의 하락`, `사회적 투명성의 확보`, `개인의 자유와 권리의 확보/확대`, `거시경제적 안정성의 유지`, `외환보유고의 확충` 등. 미국 재무성과 국제금융기구들이 경제성장을 원하는 세계 각국에 전하는 조언들이다. 그렇지 않으면 (외국인) 투자가들을 두렵게 함으로써 그 국가에 대한 투자가 줄어 들 것이며, 이는 성장을 어렵게 할 것이다. 세계 경제로의 통합 혹은 지속적인 시장 개방은 `각 국가들의 성장을 위한 최선의 길`(S. Fisher, 2000)이기 때문이다.
앞에 열거한 조언의 항목들만을 놓고 보면 나무랄 데가 없다. 그러나 뒤에 붙은 이유를 보면 목적의 전도(顚倒)를 발견하게 된다. 예를 들어 `범죄율의 하락`은 그 국가 국민들의 삶을 개선하기 위해 그 자체로 추구되는 것이 아니라 외국인 투자와 세계경제로의 통합을 위한 수단으로 제시되고 있는 것이다. 이에 따라 대외 교역과 외국인 투자의 증감은 개발도상국가를 포함한 신흥시장국가들의 정부정책을 평가하는 가장 중요한 잣대가 되고 있다. 점점 더 발전전략이라는 용어는 개방과 세계시장으로의 통합(그리고 그것을 위한 전제조건으로서 제도 개혁)이라는 말로 쓰여지고 있다. 물론 많은 경우에 `부패의 척결과 투명성의 확보`는 국민대중의 삶을 개선할 수 있다.
