Ⅰ. 序論
冷戰體制의 종식으로 世界의 秩序는 政治·軍事中心에서 자국의 경제이익을 추구하려는 經濟中心으로 재편되고 있다. 최근의 世界貿易秩序의 再編過程에는 세계무역기구(WTO)중심의 汎世界主義(Globalism)와 유럽聯合(EU:European Union)과 北美自由貿易協定(NAFTA:North America Free Trade Agreement)으로 대표되는 地域主義(Regionalism)가 병존하고 있다. 즉 GATT가 추진해온 UR협상이 7년만에 타결되어 1995년 1월부터 WTO가 出帆함으로써 自由貿易體制가 강화되어 가고 있는 다른 한편에서는 지리적으로 인접한 국가간 特惠的 性格의 通商과 政策協調가 강화되는 地域主義가 가속화되고 있다.
EU는 이미 1992년까지 單一市場을 완성한 후 經濟·通貨同盟, 그리고 政治同盟을 달성하기 위한 노력을 하고 있으며, 1994년에는 西유럽 自由貿易聯合體인 EFTA를 통합하여 18개국으로 이루어진 유럽經濟地域(EEA:European Economic Area)를 발족시킨 바 있다. 또한 미국도 종래 세계경제의 주도권을 가지고 국제무역에서 經濟의 自由化와 無差別化를 주장하면서 世界主義와 多者主義(Multilateralism)를 견지해 왔으나 1993년에 NAFTA를 결성함으로써 地域主義로 전향하였으며, 이어 南美地域을 포함한 美洲全域을 대상으로 하는 美洲自由貿易地域(FTAA: Free Trade Area of the America)로 확대하려는 양상을 보이고 있다.
한편 亞·太地域에서도 1989년 亞·太經濟協力閣僚會議(APEC)가 창설되어 1994년말에 인도네시아의 보고르에서 각국은 域內先進國은 2xxx년, 기타 開發途上國은 2020년까지 貿易 및 投資自由化를 목표로 하는 보고르宣言을 채택함으로써 이를 중심으로 地域經濟協力이 강화될 …
