1. 序 論
세계경제질서는 WTO-IMF체제의 汎世界主義(globalism)와 EU-APEC체제의 地域主義(regionalism)가 共存하며 발전해 가고 있다. 특히 최근 APEC은 개방적 지역주의(open-regionalism)를 표방하며 역내 지역 협력뿐만 아니라 역외 다자주의의 조화를 추구하고 있다. 즉 역외 배타성의 확대보다 완화를 통해 세계의 통상 마찰의 소지를 최대한 배제하고 나아가 국제 자유무역체제의 확립을 도모하고 있다.
한편 APEC이외의 어떤 지역협정에도 가입해 있지 않은 한국은 APEC을 통하여 다자적 지역주의를 추진함으로써 역내의 경제협력을 강화해 가고 있다. 1996년말 현재 한국의 주요 10대 수출국중 미국.캐나다는 NAFTA에, 독일.프랑스는 EU에, 중국.홍콩.대만은 중화지역권에 협력해 가고 있는 실정을 감안할때, 한국이나 일본의 APEC내에서의 경제협력은 매우 절실히 필요한 입장이다.
APEC은 1989년 1월 호주의 캔버라에서 열린 제 1차 각료회의에서 출범한 이후 그 기능과 역할이 점점 강화되고 있다. APEC 회원국간 경제협력의 可視的인 추진은 1994년 인도네시아 보고르에서 열린 제 2차 정상회의 이후 域內 貿易自由化가 제시되면서 구체화되고 있다. 보고르 선언의 主要內容은 APEC을 2개의 그룹, 즉 先進圈그룹과 後進圈그룹으로 나누어 선진권은 2xxx년, 후진권은 2020년까지 자유무역을 실시하기로 결정하고, 이에 따른 세부적인 시행절차는 계속적으로 논의해 나가기로 하였다.
