앨빈 토플러, 다니엘 벨, 알렝 뚜렌을 비롯한 많은 지식인들이 1970년대 초부터 산업사회와는 다른 새로운 사회가 구미제국에 도래하고 있다고 주장하였다. 그들은 이 새로운 사회를 제3의 물결, 후기산업사회, 혹은 정보화 사회라고 불렀고 정보와 지식의 사용을 이 사회의 가장 중요한 특징으로 들었다. 그들은 기계와 공장에 기반한 제조업 중심의 구미 산업사회가 정보, 지식 혹은 서비스가 생산체계의 중심이 되는 후기산업사회 혹은 정보화 사회로 변화하고 있다고 역설하였다(Toffler 1970; Toffler 1980; Toffler 1990; Bell 1973; Touraine 1974).
이 글은 정보화 사회의 도래가 구미의 국내정치와 국제정치에 어떠한 영향을 미치고 있는가를 살펴볼 것이다. 첫째로 정보화 사회의 도래가 사회경제적, 혹은 정치적 갈등구조에 어떠한 변화를 야기시키고 있고 이러한 변화는 민주정치에 어떠한 영향을 미치고 있는가를 생각해 보고자한다. …
