I. 머리말
지난 세기말의 대표적 화두였던 세계화는 1997-98년 세계경제위기를 겪고 얼마 전 시애틀과 워싱턴에서 세계 진보진영의 결집된 WTO 반대투쟁에 혼난 뒤 이제는 기세가 좀 수그러든 것 같다. 하지만 세계화론이 오늘도 여전히 세계에서 가장 중요한 지배담론으로 기능하고 있음은 이론의 여지가 없다. 따라서 세계화의 본질과 현상에 대한 과학적 분석과 대응은 계속 필요하다.
세계화는 보통 경제활동의 세계적 통합 경향 또는 자본주의적 생산관계의 지구적 확산 경향으로 이해된다. 그런데 자본주의적 생산관계의 지구적 확산 경향으로서의 세계화는 자본주의의 역사와 함께 오랜 것이며 1980년대 이후 세계경제에 처음 등장한 경향은 아니다. 하지만 경제활동의 점증하는 국제적 통합 경향으로서의 세계화에 대해서는 이것이 1980년대 이후 자본주의 발전의 새로운 단계를 구획할 정도로 급진전되고 있다는 견해와 그렇지 않다고 보는 견해가 대립되고 있다. 세계화를 역사의 새로운 획기로 간주하는 지배담론은 Chenais(1998), Yaghmaian(1998), Hirsch(1999), Burbach and Robinson (1999), 전창환(1999), 이병천(1999) 등 일부 진보학계도 공유하고 있…
