한국의 사회복지제도는 선진국에서와 마찬가지로 소득보장적 급여 혹은 사회보험 등
의 현물급여는 현금 혹은 실질소득을 증대시키고, 이는 여가 및 현재소비의 수요를 증대
시켜 노동의 공급 및 저축의 감소를 발생시킬 수 있다. 그러나 한국의 생활수준은 선진국의 수준에 크게 못 미치는 실정이어서 여가에 대한 선호도가 적을 것이고, 저축의 동기도 다양하여 1970년대에서 90년대에 이르기까지의 선진국의 경제행태가 발생할 수 있을 것으로 기대되지 않는다. 둘째, 한국의 복지제도는 선진국에 비해 급여수준이 매우 낮다. 이는 공적 부조 뿐 아니라 연금, 의료보험 등의 사회보험의 급여수준에서도 마찬가지이다. 최저소득 및 소비조차 충분히 보장하지 못 하는 급여수준에서 여가선호 등과 같은 부정적 경제효과를 기대하기 어렵다. 특히 공적부조의 대상자는 근로능력이 없거나 취약하고, 저축도 負이거나 최저수준 이하이어서 이들이 노동을 감소시키고 저축을 감소시키는 행위를 보이지는 않을 것이다. 셋째, 우리나라의 급여의 조건이 선진국에 비해 부정적 효과를 유도하기 어렵게 되어 있다. 공적부조제도의 낮은 급여감액 즉 유효세율, 연금의 조…(생략)
