유럽 대륙의 정치적 문화를 형성하는데 크게 기여한 독일에서도 헤겔 이후 ‘전지전능한 국가’(omniscient and omnipotent state)의 이미지는 여전히 강한 영향력을 행사하고 있다(Müller & Wright 1994, 1-11). 이러한 국가의 현실적 형성 시도는 히틀러의 나치 국가로 대표된다. 시민사회의 역량이나 이익보다는 중앙에서 결정된 (그것이 히틀러와 같은 독재자가 되었건 아니면 민주적으로 선출된 정부 수반이 되었건) 국가 이익을 중심으로 정책이 형성되어온 전통이 존재한다는 말이다. 유럽의 국가들이 미국과는 달리 경제 분야에서도 매우 강력한 개입주의(interventionism)의 전통을 세울 수 있었던 이유도 이러한 정치 문화적 토대 위에서 가능했다는 것이 우리의 분석이다.
물론 국가별로 차이가 있지만 자본주의민주주의 체제의 또 다른 모델이라고 할 수 있는 미국과 비교해 보았을 때 유럽은 국가 중심적인 세계관과 전통, 경험과 제도가 보다 강하게 작동하고 있으며, 이에 따라 이익의 정치가 발전할 수 있는 기반이 약하다고 하겠다(Colas 1988). 이익 집단이 형성되어 국가의 정책 결정에 영향력과 압력을 행사하려는 시도가 미국에서는 민주주…(생략)
