2000년 9월 알-아크사 유혈충돌이후 파국을 맞고 있는 이-팔 평화과정은 어떻게 될 것인가? 에후드 바락 전 총리를 비롯한 이스라엘의 일부 지도자들은 강경파인 아리엘 샤론 리쿠드 당수가 집권하면 팔레스타인 측과의 관계가 악화되어 전쟁이 발발할 것이라고 경고했었다. 금년 2월 이스라엘 총선에서 샤론 당수가 압도적인 표차로 승리하여, 노동당과 연립내각을 구성하여 샤론 정부가 등장한 이래 양측간 유혈 충돌과 위기상황이 계속되고 있다. 이 글에서는 크게 평화에 대한 낙관론, 비관론, 그리고 현 상태의 지속 이 세 가지 시나리오를 상정하여 이스라엘과 팔레스타인간의 갈등과 평화과정의 장래를 전망해 본다.
첫 번째 시나리오는 샤론 총리가 비록 강경 우파이지만 팔레스타인과의 평화를 실현시킨다는 낙관적인 전망이다. 그 동안 샤론은 예비역 군장성으로서 여러 차례의 전쟁을 통해 부정적인 이미지를 가지고 있으나 프랑스의 드골이나 메나헴 베긴 이스라엘 전 총리처럼 집권 이전의 강경 이미지와는 달리 평화협상을 타결할 수 있다고 일부에서는 주장한다. 메나헴 베긴 전 총리도 이념적으로 민족주의적인 강경우파였으나 아랍국가와 최초의 평화…(생략)
