한국경제는 1961년부터 1997년까지 37년간 지속된 관치재벌경제를 극복하고 민주적 시장경제로 나아가야 하는 과제를 가지고 있다. 관치재벌경제는 생산요소 투입의 증가를 성장의 동력으로 삼았다. 극심한 노동탄압으로 저임금과 장시간노동을 강제하고, 소비자금융의 정책적 억제로 강제저축을 시도했다. 조세재정정책 역시 역진적 소비세제인 부가가치세 위주로 세제를 시행하고 부실한 기업까지 국가가 보증을 서고 세금을 투입하여 구제하는 등 재벌 가족에 부의 집중을 기도해왔다. 화폐정책 역시 지속적인 화폐확대공급에 의해 일정 정도 이상의 인플레이션을 유지하여 채권자인 소비자의 부를 큰 채무자인 재벌 가족의 부로 이행시키는 정책을 지속적으로 채택했다. 재벌 가족에 부와 경제권력을 집중하기 위해 국가기구를 동원, 노동계급과 중소자산계급까지 착취하던 제2차세계대전 전의 독일과 일본형의 파시즘적 재벌경제체제가 유지되어온 것이다. 그렇다고 하더라도 1960년 이후 이미 수준 높아진 생산대중의 인적 자본을 기반으로 허리띠를 졸라매는 높은 저축률을 유지하면서 생산요소 투입을 꾸준히 늘린 결과, TFP는 아니더라도 자본투입에 의한 노동생산성…(생략)
