이러한 초국가적 안보쟁점은 상호연계되어 있어 일국의 독자적 노력, 또는 각각의 이슈에 대한 독립적 접근방식으로는 근본적 해결을 기할 수 없으므로, 갈등과 경쟁보다는 상호협력과 협조를 통한 문제해결 접근법이 더욱 요구된다는 데 특징이 있다. 따라서, 21세기 국제관계는 이러한 범세계적 이슈에 대한 공동의 노력을 촉구하는 세기가 될 가능성이 크다.

1. 한반도 평화정착
(1) 평화체제 구축 방향
앞서 언급한 21세기 외교환경을 전제로 할 때 한반도 차원의 외교적 과제는 한반도 냉전구조를 해체하여 평화를 정착시키는 일이다. 항구적인 한반도 평화체제를 정착시키기 위해서는 정치·외교적 차원은 물론 군사적 차원의 제 문제와 관련해 복합적이고도 체계적인 연구가 필요하다. 한반도 평화체제 구축을 위한 전략적 구상 속에는 전쟁억지라는 소극적인 현상유지로부터 평화창출 및 정착까지를 포함하는 적극적이고 영구적인 평화체제 구축에 이르기까지 총체적이고도 단계적인 정책이 포함되어야 할 것이다. 이는 엄밀한 의미에서 정전체제의 평화체제로의 전환을 위한 기본개념을 평화협정 체결 그…(생략)참고문헌
