지방자치의 실시는 지방행정연구에 있어 커다란 변화를 야기시키고 있다. 주된 관심사가 지방행정 주체 내부의 능률적 운영에 관심을 두었던 종래의 연구경향에서 지방행정 주체 외부와의 관계, 특히 봉사대상, 또는 소비자, 고객으로 일컬어지는 주민과의 관계로 확대ㆍ전이되고 있는 양상이다. 흔히 지방행정의 개혁, 혁신, 경영화 논의 등의 흐름 속에서 고객지향적 행정의 등장은 단적인 예라 할 수 있다. 특히 지방자치가 활성화되면서 지방정부와 주민과의 상호관계 모형을 규명하려는 노력이 다각도로 진행되고 있는데, 어떠한 형태의 모형이든 지역주민의 만족극대화를 추구한다는 공통점을 갖고 있다. 그러나 현재의 지방정부 조직의 관료제적 운영방식의 문제점은 주민만족과는 괴리가 상존하고 있다.
우선 내재적 도덕률(immanent morale)로 인정되다시피 한 서비스 공급의 독점성에 의한 서비스 선택권의 결여나 서비스 공급을 위한 의사결정과정의 폐쇄적 성향은 다양한 이해관계자의 의견이 결정과정에 투입되지 못함으로써 결정의 기술적 합리성을 저해하게 되며 실제적인 공급과정에서 지역주민들의 협조를 얻지 못하여 집행의 파행성을 노정시킨다. 또…(생략)
