전통적인 농업국가였던 개발도상국의 전형적인 산업화과정은 수입대체 산업화에서 출발하여 수출지향적 산업화로 나아가고, 노동집약적인 경공업에서 출발하여 자본 또는 기술 및 지식집약적인 산업으로 중심이 옮겨진다. 4개국은 시기적으로 약간씩 차이가 있으나 이 과정에서 무역과 자본 자유화가 진행되었다. Dunlop(1958)에 의하면 노사관계는 노사정 노사관계의 세 주체들이 기술적 특성, 시장 또는 예산제약, 각 주체의 세력관계라는 여건의 규제를 받는다. 노동자의 인권은 기본적으로 노사관계에 의해 결정되므로 여건변화를 동아시아 지역 국가들의 국제화과정과 관련 지워 검토해보면서 노사관계의 변화를 파악하고 중심적인 노동자 인권의 내용을 파악해보자.
노사관계를 규정하는 기술적 특성으로 산업구조의 변화, 노동력 구성, 기술의 요소집약도 등을 들 수 있다. 경제발전 초기 제조업과 광업 노동자들의 비중이 적고 농업부문에서 노동력이 공급되는 단계에는 노동시장이 초과공급상태에 있게된다. 인도네시아와 태국은 이러한 상태에서 국제화가 이루어졌고 노사관계가 대등하게 이루어지는 것은 기대할 수 없다. 이 경우 국가가 노동자들을 보호하…(생략)
