Although it requires much more research and improvement of system than other industry, after succeeding it, the return is really high. Also, that helps other industries develop and has effect on country`s image. Thus, each government sets it future promising industry and is doing special efforts. However, this high technology-intensive industry is risky because it has high possibility to be dependent on original tech-preemption countries or enterprises and market demand is limited.
Therefore, it needs government`s active intervention.
