본문/내용

자본주의적 민주주의 사회에서 사용자와 노동자가 자신의 이익과 요구를 표출하는 방식은 상이하다. 사용자의 경우 직접 정치세력이 되지 않지만 의원의 후원, 로비, 정책결정 과정의 영향력 행사 등 실제 정치를 움직임으로써(“Ruling class does not rule”) 자신의 경제적 이익을 정치적으로 달성하는데 반해 노동자들은 집합적인 행동을 통해서 자신의 요구를 관철하려 한다. 노동자의 집합적 요구 즉 노동운동은 미국의 AFL-CIO 처럼 과거 수차례의 시도를 거쳐 이제 독자적 정치세력으로 조직화되는 길을 포기한 채 이익집단(interest group)으로 자족하는 경우가 아니라면, 대부분의 경우 여전히 노동자가 독자적 정치세력이 되는 길을 목표로 하고 있다. 과거 소련 동구 사회주의 건설의 역사적 경험은 혁명을 통한 노동자의 정치권력 장악이 실패로 마무리된 사례이며, 대부분의 유럽 국가의 경우는 자본주의적 민주주의 틀 내에서의 정치세력화 작업이 일정하게 성공한 사례로 거론될 수 있을 것이다. 한편 후후발자본주의(Late late capitalism) 국가인 브라질이나 남아공화국의 경우, 노동운동이 정당 조직화 혹은 정치적 영향력 확대에 성공한 사례가 되고 있으…(생략)
