새로운 세계질서는 정치, 경제, 사회, 문화 등 모든 분야에서 인간의 생활권이 국경을 넘어 확대되려는 경향 속에서 발생하는 국가간의 긴장관계와 국가주권의 약화현상을 수반하는 세계정치경제적 현상을 일컫는다. 정치면에서 민족국가간의 대립·경쟁을 유발하는 분권주의와 민족국가를 통합하려는 각종 범세계적·지역적 기구 및 레짐의 형성 및 강화로 설명될 수 있고, 경제면에서 주로 각종 범세계적·지역적 경제 기구 및 레짐의 형성 및 강화로 대변될 수 있다. 사회·문화면에서도 인간생활권의 확대와 인류공통문제의 증대가 새로운 세계질서가 보여주는 현상이다. 이러한 신세계질서는 국가간의 상호의존과 범세계적 생활양식 및 의식구조의 동질화 등의 심화·확대를 기초로 하고 있다.
지난 10여년 동안 세계질서는 커다란 구조적 변화를 겪어 왔으며, 이는 두 가지의 큰 흐름을 동시에 노정하고 있다. 하나는 소련의 붕괴로 제2차 세계대전 이후 50여년 동안 유지되어 왔던 동서체제가 무너지면서 군사적·이념적 대결상태가 끝이 나고 냉전이 사라지게 되었다는 것이고 다른 하나는 경제적 다극화 현상이 대두되어 경제적 갈등이 전개되고 있다는 것이다…(생략)
