In December 1999 at the 19th International Forum held in Reno, Nevada, the theme of `Water: 21st Century Gold` was one of the discussion topics. This proves the importance of water in the 21st Century. In fact, the actual and symbolic meanings of water sometimes surpass the value of gold. Water is the lifeline of humans`survival and also that of agriculture, economy and ecosystem.
In recent years, urbanization in Taiwan has resulted in various phenomena, such as the concentration of population and industries, the changes in social environment and the vicissitudes of hydraulic meteorological phenomena. Following the development of cities and industrial parks, a series of water resources problems came into being, such as: abnormal regional water supply, the increase of the amount of waste water displacement and the deterioration of its quality, urban type floodwater and desertification of underground aquifer caused by impervious earth surface, etc. In view of insufficiency of dome…(생략)
