2. WTO 기능과 역할

1) 협정의 주요 내용
WTO협정의 전문은 GATT 1947의 전문을 참고로 하여 작성되었다. 즉 WTO협정은 그 전문에서 세계인의 생활수준의 향상(raising standards of living), 완전고용의 달성(ensuring full employment) 높은 수준의 실질소득과 유효수요의 지속적인 양적 증대(a large and steadily growing volume of real income and effective demand), 생산증대 및 상품과 서비스 무역의 증대(expanding the production and trade in goods and services)를 목표로 하되(이 내용은 사실 GATT 1947 전문을 인용한 것임). 금번 WTO협정에서는 새롭게 지구 환경보존과 관련된 선언을 함으로써 보존. 유지해야 하는 발전(sustainable development, Rio de Janeiro 환경 정상회의에서 도출된 개념)의 개념을 무역에 도입하게 된 것이다.
