Ⅰ. 서 론
최근 비영리민간단체는 전세계적 관심의 대상이 되고 있을 뿐만 아니라 행정학의 주요한 연구의 대상이 되고 있다. 이는 전통적으로 공공부문에 의해 제공되었던 공공서비스를 민간비영리부문이 담당하는 비중이 높아지고 있고, 정부의 정책에 대한 영향력이 커지는 등 기능의 공공성이 증대되는 현상과 관련이 깊은 것으로 이해할 수 있다. 원래 비영리민간단체의 기원은 시장실패와 정부실패의 영역을 보완하는 제3영역에 그 존립기반을 두고 있으며, 국가와 시장의 활동이 미치지 못하는 사회봉사활동, 사회운동, 기부와 자선활동을 통하여 성장해 왔다(Salamon, 1993). 특히, 최근에는 정부부문에 대한 불신과 관료조직의 한계, 사회의 다원화 현상에 따른 공공적 서비스에 대한 수요 증가 그리고 비정부조직을 통한 행정수행방식의 혁신 등이 부각되면서 사회 각 분야에서 비영리민간단체의 역할은 급격하게 증가하고 있다(김준기, 1998).본질적으로 비영리민간단체는 정부기관과 같이 수입을 안정적으로 확보할 수 있는 합법적 과세권이 없고, 기업처럼 영리행위를 추구할 수 없기 때문에 재정적인 어려움에 직면하는 경우가 많다. 특히, …(생략)
