1. 머릿말
공공부문이나 민간부문을 막론하고 조직의 운영과 관리에 있어 효율성은 가장 중요한 문제의 하나로 인식되어 왔다. 오늘날 우리나라 기업들은 무한경쟁 속에서 생존하기 위해 부단한 경영혁신을 단행하고 있으며 효율적인 자원의 배분을 통해 목표의 극대화를 추구하고 있다. 이는 정부기관의 경우에도 마찬가지이다. 국민의 정부서비스에 대한 요구는 증대되어 가고 있으며 정부가 사용할 수 있는 재원은 이러한 국민의 요구를 충족시키기에 부족한 실정에 처해 있다. 따라서 자원의 효율적인 사용은 정부가 꼭 지켜야할 명제이며, 비효율적인 기관이나 업무를 가려내어 효율적인 방향으로 고쳐나가는 것은 정부가 앞으로도 계속해서 추구해 나가야 할 과제이다. 이러한 민간부문과 공공부문의 효율성 문제를 다룸에 있어 효율성을 객관적이고 공정하게 측정할 수 있는 모형의 선정은 매우 중요하다.
전통적인 미시경제학 이론에 의하면 생산함수는 한 회사의 투입물과 산출물의 관계를 나타낸다. 다시말해서 생산함수는 투입물의 다양한 조합을 통하여 생산할 수 있는 최대의 산출물을 나타내거나 혹은 투입물 중심으로 볼 때 주어진 산출물 수준을 생산할…(생략)
