세 번째로, 남북한 지역혁신체제간의 협력은 양측의 기술집약형 중소기업의 창업을 활성화하는 방향으로 추진되어야 할 것이다. 이같은 모험기업의 창업은 기술 및 제품에 대한 수요에 따라 다양한 기술력을 바탕으로 추진될 수 있을 것이다. 남한 지역의 창업기업들은 북한 지역의 수요를 바탕으로 충분한 기술력을 축적할 수 있을 것이며, 세계시장을 지향하는 중소기업, 즉 Simon (1992)의 용어에 따른 숨은 챔피언 (hidden champions)이 될 수 있는 토대를 마련할 수 있을 것이다. 북한 지역에서도 대형 공장 및 기업소들의 분권화 및 이를 바탕으로 한 중소기업의 창업이 활성화를 통하여 지역의 고용의 창출 및 유지를 촉진시킬 수 있을 것이다.
네 번째로, 남북한간의 과학기술의 협력 및 북한지역의 지역혁신체제의 구축에 대한 접근은 지방자치단체간의 자발적 협력을 중심으로 추진하여야 할 것이다. 중앙정부는 남북한 지방정부들간의 과학기술협력을 위한 법적, 제도적 준거환경을 구축해 주어야 할 것이다. 물론 이같은 지방정부들간의 자발적인 협력은 북한이 대단히 집중된 정치구조를 가지고 있고 남북한간의 협력이 활성화되지 않았다는 점에서 쉬운 일은…(생략)
