앞에서 본 것처럼 효과적인 정책집행을 위해서는 재정 금융상의 정책수단이 가장 중요하다. 그러나 분권화 개혁의 과정에서 중앙정부의 재정능력은 크게 하락하였다. 예컨대 중앙재정지출이 총재정지출에서 차지하는 몫은 1978년 47.4%에서 1997년에는 27.4%로 하락하였다. 1994년의 조세개혁에 의한 分稅制의 실시로 이러한 추세가 얼마나 저지될 수 있을지는 의문이다. 개혁초기에 재정예산내자금이 총고정자산에서 차지하는 비중은 개혁초기에는 압도적이었으나 1997년에는 2.8%로 급감하였다. 따라서 재정예산내자금의 투자가 산업구조전환을 촉진하기 위한 수단으로서 역할 할 수 있는 가능성은 거의 사라졌다 Arora & Norregaard(1997), Baohui Zhang(1998), Le-Yin Zhang(1999) 참조
