IMF 구제금융지원조건은 나라에 따라 다소 차이는 있기는 하지만 공통적인 것으로는 자본시장이나 금융시장을 비롯한 모든 시장의 대외개방, 외국인투자에 대한 규제조치 철폐, 공기업의 민영화, 기업 및 은행의 구조조정 등을 들 수 있다. 그리고 고금리정책 실시, 긴축재정정책 시행, 자유변동환율제도 실시, 외환규제조치 철폐 등도 구제금융지원조건으로 남용되어 오고 있다. 그 외에도 유류 및 가스세의 대폭적 인상, 고속도로의 통행료 폐지, 석유 등 천연자원 개발 및 이용에 외국인기업 참여, 부가가치세 인상 따위도 흔히 부대되는 조건들이다.
이러한 엄격한 IMF 구제금융지원조건이 그 금융차입국에서 제대로 이행되지 않을 경우 IMF는 이미 약속한 금융지원을 중단하거나 연기할 수 있도록 되어 있다. 따라서 외환위기를 진정시키기 위해 IMF 구제금융을 도입하려고 하는 나라는 그 지원조건을 수락하지 않을 수 없고 또 이를 이행하지 않을 수도 없는 것이다. IMF는 직원을 파견하여 구제금융도입국이 그 조건을 이행하고 있는가를 수시로 점검해 오고 있다.
한가지 주목하지 않을 수 없는 사실은 1998년 7월 IMF가 러시아에 대해 112억달러의 금…(생략)
