자본주의 공황과 구조조정
구조조정 개념의 본질은 경제위기 극복을 위한 자본주의 국가의 전략으로 이해될 수 있다. 신자유주의적 구조조정이든 사회민주주의적 구조조정이든, 구조조정은 자본축적이 위기에 봉착한 경우, 즉 공황과 불황에 직면한 경우 항상 시도되었으며, 후술되듯이 신자유주의적 구조조정도 사회민주주의적 구조조정도 모두 공황과 불황의 극복을 자신의 목적이라고 명시적으로 천명하고 있기 때문이다. 하지만 신자유주의적 구조조정이 자유방임적 공급측면 구조조정을 통해 경제위기 극복을 시도한다면, 사회민주주의적 구조조정은 케인즈주의적 수요측면 구조조정을 통해 경제위기 극복을 시도한다는 점에서 양자는 구별되며 대립되기도 한다.
자본주의에서 공황은 자본주의에 고유한 자본간의 경쟁적 투쟁과 생산의 무정부성 및 생산의 무제한적 확장과 대중의 제한된 구매력간의 모순, 축적과정에서 ‘죽은 노동’에 의한 ‘살아있는 노동’의 축출에 기원하는 이윤율의 저하에 따른 과잉생산과 과잉자본의 누적이 결과시킨 가격 폭락과 대량 파산 및 대량 실업의 발생을 가리킨다. 즉 자본주의에서 공황은 자본주의 자체에 내재한 모…(생략)
구조조정 개념의 본질은 경제위기 극복을 위한 자본주의 국가의 전략으로 이해될 수 있다. 신자유주의적 구조조정이든 사회민주주의적 구조조정이든, 구조조정은 자본축적이 위기에 봉착한 경우, 즉 공황과 불황에 직면한 경우 항상 시도되었으며, 후술되듯이 신자유주의적 구조조정도 사회민주주의적 구조조정도 모두 공황과 불황의 극복을 자신의 목적이라고 명시적으로 천명하고 있기 때문이다. 하지만 신자유주의적 구조조정이 자유방임적 공급측면 구조조정을 통해 경제위기 극복을 시도한다면, 사회민주주의적 구조조정은 케인즈주의적 수요측면 구조조정을 통해 경제위기 극복을 시도한다는 점에서 양자는 구별되며 대립되기도 한다.
