셋째, 부패의 원인은 크게 개인적 요인, 문화ㆍ환경적 요인, 역사적 요인 및 제도적 요인으로 대별하여 다양하게 지적되고 있다. ① 제도적 요인으로서 공직의 독점성과 공무의 불투명성, 공직자의 재량, 그리고 적발확률과 처벌의 강도 및 공소시효 등으로 대변되는 책무성, 행정규제의 정도와 절차의 복잡성 등과, ② 환경적 요인으로서 고위 공직자 또는 사회지도층의 행태와 사회 전반의 부패수준이 각각 중요하다는 점에는 이견이 없다. 공직자의 보수수준이 부패에 영향을 미치는지 여부에 관하여는 TI(1999b)와 OECD(1998b)를 비롯한 대다수가 인정하고 있으나, Gelb 外(1991) 등의 실증분석결과는 이를 지지하지 않는다. 또한 문화적 요인이 부패를 유발하는 정도에 관하여도 미묘한 관점의 차이가 존재한다. Tullock(1989)과 Tanzi(1995) 등은 아시아 및 아프리카, 심지어 이태리 등 라틴계 유럽국가의 부패수준이 상대적으로 높은 이유를 이들 지역의 후한 선물ㆍ접대문화 및 연고주의로 설명할 수 있다고 본다. 반면에 TI를 비롯한 주류는 미풍양속으로 부패를 합리화하기 어렵다는 입장이다.
