4.1 우리나라에의 적용실태와 가능성
그 동안 우리나라의 물류산업은 진입, 가격분야에 대한 규제위주의 정책추진으로 경쟁력을 상실하여, 일부 대형업체를 제외하고는 기업이 요구하는 다양한 형태의 물류서비스를 제공할 수 있는 역량을 제대로 키우지 못하여, 기업이 물류아웃소싱을 추진할 수 있는 여건을 제대로 형성하지 못해 자가물류 위주의 물류활동구조가 초래되었다. 이러한 자가물류 위주의 물류활동구조는 기업의 고물류비 현상을 초래하였을 뿐 만 아니라 물류업체의 수익성도 저하시키는 `Lose-Lose`관계를 심화시켜 왔다.최근 정부에서는 이러한 문제를 인식하여, 물류분야에 대한 규제완화 정책을 집중적으로 추진하고 있으며, 화물운송분야에서는 “화물자동차운수사업법”을 기존의 “자동차운수사업법”에서 별도로 분리하고, 진입 및 가격규제를 대폭 완화하는 등 물류업체의 시장참여와 서비스개발을 보다 용이하게 하는 물류산업환경을 조성하려는 정책을 추진하고 있다. 이러한 진입 및 가격규제의 완화는 향후 많은 신규업체의 시장진입이 가능하게 되어, 새로운 물류서비스의 개발과 화주에 대한 서비스경쟁이 촉진될 것으로 보여…(생략)
